dead front covers for protection

I have to 2 panels, 1 a feeder pillar that feeds a building that has a door but no dead front for protection against open buss bar as seen. Shouldn't there be a barrier for protection as talked about in art.408.3(2) or does the front door act as its protection. There is no lockable door either.
The other panel has controls for a lift station but also has a front door. Should both panels have dead fronts according with 408.3(2)
These panels are in Iraq and trying to bring to NEC codes as much as possible. Any help is appreciated.

I see plenty of other issues, however, as far a needing dead fronts, I would say no if there was a means of locking the cover, and if locking the cover didn't create a hazard. It doesn't look like either one of these pieces of equipment is listed, but as far as the homemade version looks ok to me as far as the code.

I hear ya. Hope things are looking better over there. Looks like they're finally starting to get some qualified electricans to look things over. Hats off to ya. I don't think I could handle the heat.
 
They both look like they are industrial control panel (ICP) enclosures (the second for sure).

That being said, you said the first is feeding a building. If so, where is the meter and is it rated for service entrance or is it a sub? What is the set up of the equipment shown? It looks like cords on the lower left, what do they do? Depending on the application it may be fine, and no dead front is needed.

If the second is a lift station control and listed as an ICP, no other dead front is needed (as long as it is used for its listed purpose).
