Dead Front?

I have a 800 amp 480 volt 3 ph panel that is accessible to non qualified persons. The breaker handles are exposed. There is not a door on the eclosure, no live parts are exposed, this is considered dead-front right? So 408.38 would allow me to not build a room around this and/or a door for it. KEG

Breaker handles may be exposed. There is no NEC requiremnt to have "a door over" the breakers.
