Gas analysis, time travel, DLRO across contacts and bolted connections, Hipot. Those are the basics, check your local standards because I assume they are different than North American test standards.

a dead tank = the tank around the contacts is grounded
a live tank means the tank is at line potential

OP, I would contact a testing agency or contractor, they can give you a checklist
