We have several solar jobs awaiting permits but installer needs an electrician with ICC master electrician, or Chicago supervising electrician license. Willing to pay for electrician needed to get these jobs to install.

Is that what the ordinance in Decatur says? My understand is that the state law in Illinois requires all municipalities in Illinois to accept the license from any other municipality in the state.
However, they may require that the company that the license holder works for do the actually electrical work.
