Deck box with or without 120v transformer has a minimum horizontal spacing of 4 ft.

Correct ?

Pool guy says it has to be 10 feet. And the reason it can be closer is if it where " under "

But perimeter bond. Below subgrade ? What if final grade was going to be a cinder block or pavers ?
