Decorative fountain

I have decorative fountain back of two story building. The panel board P1 is inside the building that has feeder breaker which feeds to outside Panelboard P2 mounted outside the building on pressure treated board 2” x 8” supported by posts 4”x4”. MLO Panelboard P2 has branch circuits which feed fountain lights low voltage 12VAC xfmr in between, Filter pump, Feature Pumps total of 5.

The decorative fountain will not be used for swimming, wading, immersion or therapeutic purposes. So basically it is not pool per definition of pool. It is isolated does not have water common to pool.

Questions:

1. See attached which still show fountain reinforcing steel bonded with steel wire which is bonded to all metal pipes, metal gutter by #8 AWG which then goes to recirculation equipment next to the panel board P2. I am not sure why this would be provided. This is not a pool it is decorative fountain no swim, wading, immersion, therapeutic purpose. Is it because of NEC 2014 section 680.54? If not then is this required by code and what section?

2. If it is not required by code would it hurt to have attached sketch?

3. Panel board P2 should have main breaker?

4. Panel board P2 should it have grounding electrode system per NEC 2014 section 250.32? No main bonding jumper?

1. does it meet the definition of a fountain in Art 680, if so is what you describe required for a fountain wiring?
2. See answer to question 1
3. See 225.31
4. Is what you describe a structure? if so it needs to meet the requirements for GES at structures, and wired IAW per 250.32

Answer with same question. Odd definition of fountain Article 680 says fountain, ornamental pools, display pools and reflection pools. Does not include drinking fountain.

This is a decorative fountain man made outside building for show purpose not in natural or not in man made bodies and not sharing pool water. It would fit def of fountain 680.

So according to 680 Part V fountains which share water common to pool shall additionally comply with 680 Part II of this Article.

So two questions:

1. 680 part II equipotential would not apply in my case post #1 I am guessing?

2. However since equipotential bonding is provided in fountain post#1 not sharing pool water, if 680 Part II equipotential bonding were applied to in my case would it do any harm?

What I have is more like NEC 2014 680.2 definition permanently installed Decorative fountains and reflection pools.

This is a decorative fountain man made outside building for show purpose not in natural or not in man made bodies and not sharing pool water. It would fit def of fountain 680.

Whether it was intended that the fountain NOT be used for wading, I can see kids and mothers on a hot day dangling their feet into the nice, cool water.

I'd suggest wiring, bonding, and grounding as a swimming pool.
