Dedicated electrical space above equipment

If you have a panel on a wall ,the space directly above and the space directly below
is considered dedicated electrical space(width of the panel).
If you have a floor mounted transformer between two panels,is the space to the ceiling
directly above the transformer considered dedicated electrical space?
We are 3d modelling our project and have to define the dedicated electrical spaces.
 
I agree. The basic intent of the "dedicated electrical space," not to be confused with "working clearance," is to reserve room to run conduits from the top or bottom of a panel. Transformers generally have one conduit in and one out, and don't need room reserved to install future conduits.
 
I would add that as a matter of good design practice only (not Code enforcable) that the space above the transformer be left clear of any devices/equipment that can't tolerate heat. :)
