Dedicated electrical space for hoists

At a site, a hoist was installed that has a motor control center on it. The problem stems from the motor control center has 480V power into it for the hoist motor along with all of the control wiring. I am looking for an exception because the hoist cables run up and across the top of the panel (there is still a gap of 2ft or so) within the 6 ft area of dedicated working space. Can I make the case that the hoist cables are essential to the system somehow? They aren't really electrical equipment but since they are controlled off of that panel, aren't they part of they system?

In 110.26, it doesn't seem like they have anything to refute this but it seems like it should be allowable because of the general setup of the piece of equipment itself.

At this point, I'm thinking my only solution is to create pulley system in the hoist cables to make the 6ft clearance.
