Dedicated Electrical Space NEC 110.26(E)(1)(a)

In NEC 110.26(E)(1)(a) Dedicated Electrical Space, does the rule which requires 6' clearance above the electrical equipment apply only to switchboards, panel boards, and motor control centers as stated in 110.26(E) or is it valid for all electrical equipment? There is an installation with a sprinkler pipe 4' above some Automatic Transfer Switches (ATS) and I am not sure whether to call the contractor out on this issue since NEC 110.26(E) does not specifically state that ATS's are required to have the 6' clearance. Are there any other NEC sections or NFPA codes that would require a certain clearance above an ATS? Thanks.
 
Dedicated equipment space applies to only the equipment on the list in 110.26(E).

I agree, the reasoning I follow is that the equipment listed is likely to have new conduits or cables added to it and room is needed to install them while such items such as your ATS or a tranny is more of a static item in terms of additional circuits being added in the future.
