110.26 (F) states that switchboards, panel boards, distribution boards, and MCCs shall be located in dedicated spaces. Does this mean fused disconnect switches and things like a fire pump controller can have duct work, piping, etc. not dedicated to the electrical installation at any height above them?

IMHO... I would say Yes... See 110.26 E 1 b
 
I also say "yes." I have always understood the reason to be that panelboards, switchboards, and MCCs are very likely to require the future addition of new circuits, and that the "dedicated space" is reserved to allow room for the future conduits. Things like disconnect switches, VFDs, controllers, and the like do not need to have the rooom reserved for future conduits, since once they are in place there will be no future conduits. I can offer nothing written or official to back up this belief, other than that it makes sense to me.
 
I agree -- "dedicated space" above is not required, but keep in mind that "working space about the equipment" needs to comply with 110.32.

Um...are we talking about 600V and under or over 600V systems. The reference you gave was to Part III-Over 600V . While they are generally identical I just wanted to mention it for clarity. If he is not working on a system Over 600V then he can ignore 110.32 at this point.

FYI- 110.26(F) does not deal with dedicated spaces. Well at least not in my edition of the 2011 and 2014 NEC. But I think you meant to say (E) instead of (F)...right.;)
