Dedicated single family bathroom branch circuit

2008 NEC - 210.11(C)(3) requires a 20A branch circuit in the bathroom to supply only receptacles. The exception says: where the 20A circuit supplies a single bathroom, outlets for other equip within the same bathroom shall be permitted in accordance with 210.23(A)(1) and (A)(2)
210.23(A) says a 15A or 20A branch circuit shall be permitted to supply lighting units or other utilization equip, or a combination of both, and shall comply with 210.23(A)(1) and (A)(2) The exception says: ...bathroom branch circuits required in a dwelling unit shall supply only the receptacle outlets.

These two codes seem to contridict one another. One says a dedicated 20A circuit can supply all outlets (lights, exhaust fan, etc.) and receptacles from the same dedicated circuit. The other says only receptacles can be on the 20A circuit and not the lights, fan, etc. Which is it? Can I wire a new bathroom with one 20A circuit to include the receptacles, lighting, fan, ect. or not?

Not a contradiction. Just take them both together. Basically you can have 1 20a circuit serve multiple bath recepts and nothing else. Or you can have a single 20a circuit serve the recepts and other bath outlets in the one bath. If you have 1 20a circuit supply multiple baths the lights must be served by an other circuit including 15a circuits.

Yes you can, provided only that nothing outside that bathroom is on the same circuit, as has already been said. The wording is perhaps not as clear as one could wish. But as I see it, when 210.23(A) points back to 210.11(C)(3), it also points back to the exception that follows 210.11(C)(3).
