With a flush mount load center installed between wall studs, is the wall cavity below considered dedicated space?

Surface to be drywalled.

Or does that only pertain to a surface mount application?

Water lines will be passing horizontally through stud cavity underneath .

Haven't came across this situation, code doesn't differentiate between surface and flush mounting.

So it pertains to both mounting applications?
It's working space in front of the panel. Even the panel itself cannot be in the working space. Nothing below it, nor to the sides, count against your working space.

Every panel, regardless of mounting configuration, has the same requirements

The question is about dedicated equipment space not working space.

Looks like it’s measured from the opening if its enclosed.
