Dedicated/Working space in Electrical/Mechanical Rooms

Good afternoon.
I am working on a project for a pharmaceutical client. The work consist on analyzing some of their electrical/mechanical rooms with the idea of installing new condensate return piping for an enegy project. The problem I have is that the areas are very old, and they have suffered multiple additions with the end result being that many of the areas have problems with either the dedicated or the working space.
The new piping to be installed is proposed below many of the electrical equipments (code violation).
The electrical equipments consists of panels, VFD's, control cabinetes, transformermers, etc. Keep in mind these are very crowded areas.
As a solution, I though that we could install a raised floor in some of the areas with the idea of 'creating' another floor level. With this, we could then install the new piping directly below the electrical equipment (dedicated space). We will also provide means of accessing below the raised floor level for maintenance or abnormal conditions.
So the question would be: Is the ok? Does the raised floor addition create a code issue? All the equipments are fed from above, none have conduits going underground.
