Situation: an industrial facility with short installed open ended conduits between floors and rooms. Are these "pass throughs" considered "holes"? I need to run a 480v, 30a SO cord for a temporary extension.
Definition of a "hole" in reference to extension cords usage.

It sounds more lie a sleeve than a hole. For temporary use, I wouldn't worry about it.

There is an exception in art 400 for industrial locations so cord in conduit, you might look that up.
