Definition of bundled

In the July/August issue of IAEI mag, Analysis of changes NEC 2008, article 100 Definitions states bundled as "Cables or conductors that are physically tied, wrapped, taped or otherwise periodlly bound together." To me this means that cables run thru holes in joists are not bundled, therefore do not need to be derated. This has been a topic in the past. What are your thoughts?
 
Keep in mind this is just a proposal.
However this has come up before, and the NEC does not require limiting NM-B to 3 per hole. This may of been the case with NM.
Even if derating is required with 14-2 NM, the derating is from the 90 degree rating and typically you will still be above 15 amperes, per 240.4, ampacity of small conductors

My thought is the opposite. The hole in the joist is periodically bundling the conductors together.

That is my proposal - 1-19, Log #497

I just stole the already constructed definition from Section 520.2

Maybe yes, maybe no. The majority accepted the proposal however it is going to be looked at by several CMP's as directed by the TCC to determine if the definition is suitable when applying the requirements in 310.15(B)(2) and 334.80. It appears there is also a proposal that has been accepted to change the language in 334.80, which drops the term, “bundled”. (7-72, Log #1770) This may affect this change from going through.
