Definition of "Dispensing" in Article 514

The definition of dispensing in 514.2 says" from fixed equipment into fuel tanks...or into approved containers".

So would filling a lawn mower tank from a portable container be considered "dispensing"?

It doesn't seem like that would meet the definition since the portable container is not fixed, and the gas is coming from the container, not into the container.

In other words, "dispensing" is normally from a pump or automatic process, right?

It can be gravity from a raised fixed tank.

Right, that would be dispensing.

But this building won't have any of those. The only thing they might have are portable gas cans used to fill things like lawn mowers and weed wackers.

That is not dispensing and would not likely trigger the application of any of the Chapter 5 articles.
