definition of dwelling unit vs. guest room

I am wiring a specialty resort with guest rooms that do not have cooking facilities. The resort has one central kitchen in which guest are not allowed to cook. Does this meet the NEC definition of a dwelling unit and require installation afci circuits?
 
NEC 2011 Dwelling Unit. A single unit, providing complete and independent living facilities for one or more persons, including permanent provisions for living, sleeping, cooking, and sanitation. As long as the kitchen is not part of the individual unit no AFCI. Almost sounds like a commercial kitchen if the propietors cook for the guest.

Sounds like a high-end boarding house, or maybe a "dude ranch".
