I installed a circuit to an "island", thinking that there was not going to be enough back splash space for another receptacle (4 feet). The other side of the island has stairs going down to basement, so there are only 3 sides to this island. My question is whether I have to install as a wall or island and get away with one recept? There's no sink or cook top; it's all flat with backsplash. Thanks

If you have 4 ft of countertop space me thinks that you need two recptacles

IMO that is not an island but counter top space so yes install as a wall.
