Definition of OSHA Term "Open" Conductor

What exactly does the term "open" conductor mean in relation to temporary wiring as noted in 1926.405(a)(2)(ii)(A) of the OSHA standards? The electrical definitions in 1926.499 define "bare", "covered", and "insulated" conductors under "conductors", but no definition is given for an "open" conductor. Is this referring to an "ungrounded" conductor or is it something else? What would I be likely to see in a construction setting, if I encountered an "open" conductor? Thank you for your help.

I agree with K8MHZ, open conductors are single conductors not enclosed in a raceway or cable sheath.

BTW, OSHAs web site is pretty good, all I did was put 'open conductors' in the search box and quickly found the info.
