Is there a definition of "pool structure" in the NEC? 680.26 (B) (5) Metal Fittings. All metal fittings within or attached to the pool structure shall be bonded. Is the pool structure the pool shell?

ARTICLE 100 Definitions Fitting. An accessory such as a locknut, bushing, or other part of a wiring system that is intended primarily to perform a mechanical rather than an electrical function. Is an anchor bolt on a pool slide that has no wiring system a metal fitting by this definition? Is bonding anchor bolts on a plastic slide actually required by the NEC, (what article)? Is attaching a plastic cap, (with an adhesive), to the anchor bolt nut acceptable, (Safron states that the rails they manufacture are covered with a polymer and do not require bonding?)

Is there a mechanism to submit questions to the AHJ without paying for an inspection?
Is there a mechanism to appeal AHJ decisions that are incorrect?

Yes the pool structure is the shell.

That is not an NEC issue, but is for your AHJ. In WA we used to be able to call the AHJ, but that was only for a question on a permit. And our state electrical rules state the AHJ will not answer code questions. Once you have a permit and inspection, if there is a violation, then there is an appeal process, and probably an en email process.
All of this is in our state code rules, jus a small part on the NEC amendments, most is on permits, inspections, licensing, fines, appeals. You may have a similar document
