If I install switch gear on a block wall that feeds (MLO) sub panels in a multi unit building, does each unit need a disonnecting means outside the building? what article defines this? Thank you,

IMO, the disconnects will have to be grouped at the service --230.72 and then it may be allowed to be mlo panels in each unit but that would depend on whether the units are separated by firewalls.

Just to be clear the block wall the switch gear is mounted on is 8 ft away from the building

So the service is mounted on a separate structure from the building? You still need to follow 225.32 however I see some issues here as a structure may only be fed with one feeder-- 225.30. Maybe you can clarify this
