If I delta to wye transformer is used to get 120/208Y from a 240 delta service, will the load presented to the delta service be balanced if the load on the 120/208Y side of the transformer is unbalanced?

I think that the load presented by the delta would 'tend to balance' but could not be completely balanced if the load on the wye were not balanced.

Imaging the worst case scenario of only a single leg of the wye loaded. This would load a single coil on both the wye side and the delta side. However on the delta side that single coil is connected line-line, thus loading _two_ phases. Similarly, if you had 2 phases loaded on the wye side, you would see unbalanced loading of all three phases on the delta side. Thus if you had unbalanced loading on the wye, the load presented by the delta primary would be more balanced, but not perfectly balanced.
