Demand Factors Hotel

Looking for some help on demand factors for a hotel. A 41 room 2 story with water heater (4500 W) and a thru wall HVAC unit (5000 W) in each room. Used the tables in Article 220 for lighting and receptacles. When calculating the service I am at 24.3 VA/sf. An elevator and fire pump are the only large motors in the building. What am I missing?

A house meter for common facilities along with using the optional calculations from [220.84] to determine the meter center service capacity size. (I.e. if the project specs include a central laundry facility.)
