Demo-ing base board heater circuits

Would capping off in the wall and moving conductors completely out of load center be sufficient? Or would one opt to try and remove the whole cable completely out.
 
Tucking the capped wiring in the walls, and disconnecting (and labelling) the panel conductors seems sufficient to me. Tearing open walls to remove the wiring seems like overkill.
 
I have tucked & labeled if no other choice but I’ve sometimes been able to pull it back to crawlspace & dead end to a box. I like doing that if the cable is still good. Can be a spare if needed again.
 
If the wires are permanently buried, I would cut all associated wires flush at every access point, like in T-stat boxes and the panel.
 
I don't think NEC really addresses this at all other than do not energize it unless the other end is within a proper box or other enclosure. All the comments so far are otherwise just suggestions.
