I have no doubt that a dentist chair and an x ray room fall under Patient Care Areas.

The sheath of standard MC cable does not meet the requiremets in 250.118 to qualify as an equipment grounding conductor. The new MCap does meet these requirements as well as health care facility grade AC cable.

This is in definitions at the begining of 517.

Patient Care Area. Any portion of a health care facility wherein patients are intended to be examined or treated. Areas of a health care facility in which patient care is administered are classified as general care areas or critical care areas. The governing body of the facility designates these areas in accordance with the type of patient care anticipated and with the following definitions of the area classification.
FPN: Business offices, corridors, lounges, day rooms, dining rooms, or similar areas typically are not classified as patient care areas.
Also, don't slab the dental chairs in PVC and pull AC through. I've seen this but it's a violation.

320.12 Uses Not Permitted.
Type AC cable shall not be used as follows:
(1) Where subject to physical damage
(2) In damp or wet locations
(3) In air voids of masonry block or tile walls where such walls are exposed or subject to excessive moisture or dampness
(4) Where exposed to corrosive fumes or vapors
(5) Embedded in plaster finish on brick or other masonry in damp or wet locations
