2" PVC for a phone line. A boring company has ran the 2" just 10' shy of the pole on the street. What is my depth needing to be. I ask this because I dont want to hit anything trying to dig too deep.

It's interesting that a conduit has burial depths, but use it for low voltage, and you can cover it with a piece of notebook paper if you want to.If your under the street it would be 24" to the top as per T300.5, 18" under sod. These are for 'Nonmetallic Raceways Listed for Direct Burial'. (empty conduit)
Now put your phone wire in it appears the is no depth requirement as per 800.3.

Sorry,, I did an edit to show 10'.You're not going to hit anything within 10" of a pole anyhow, but I wouldn't expect it to be over 24".
See Table 300.5, and more importantly you local "Joint trench rules" which may have information about approach to poles. That said - "call before you dig!" Google those words and you may come up with the right number in your area to call...
So what is it you're doing again - taking conduit to a pole for a riser?
