Depth of wiring for spa

I am getting conflicting stories from the electrical inspector and electrician on underground wiring from the house to spa. Electrician installed line appx 8-10"
in ground. Inspector says must me 19-20". Electrician says no, not if I am laying 4" concrete slab over the area, which I am. Inspector says not okay and electrician wants more money to come out and put it down deeper.

What does the national code say?: I'm getting tired of the run around

Allen, I pretty much agree but as of right now the OP is only asking what the NEC says and I provided a link he can refer to.

If the thread starts to go into who the members think is right or wrong, or opinions that may be used for a legal dispute start coming into play, it will be locked.
