derate of service conductors by annex d

Installing a 4 meter pack on very small minimal load building. Two of the units are residential. Two are considered commercial. Since it is not all residential does code say must feed with 400 amp conductors? (no derate via annex d)
If so, any suggestions for best way to build 400 amp mast type service?

You haven't given enough information for anyone to help you. ie: size of building, load calculations, etc.

Kibb, I think it all boils down to a load calculation. With no main, the service conductors must have a minimum size based on the calculated load (not the sum of the breakers)
