Absolutely. Amps make heat regardless of the voltage.

Are they powering the lights (in which case you need to derate) or are they truly control circuits (0-10v dimming, TTL or logic level on/pff)? If the latter, current is only in the milliamps.

You can answer your own question by thinking about what numbers you would use to figure the derating.
