Derating Multiconductor Tray Cable ICEA P-54-440 or NEC

ETAP is using ICEA P-54-440 in the cable tray derating module. Is this more strigent and better/safer than the NEC calcuations? It seems to me that there are more derating varibales in IECA than the NEC.
