Derating Transformers

I have a transformer that is rated for an ambient of 40 C. My ambient is getting to about 46 C. I am not using the full capacity of the transformer. Since I am not operating the transformer at full capacity, is it reasonable to think that I can run at slightly higher ambients?
 
Schneider says yes

[h=1]If the average ambient temperature exceeds 30 degrees Celsius the derating factor is 0.4% reduction of VA for every degree Celsius above 30 degrees Celsius per IEEE C57 12.96. [/h]The IEEE formula that is used to derive the 0.4% factor is valid only up to an AVERAGE of 50 degrees Celsius. For average temperatures above that, consult the factory to supply a transformer designed for elevated ambient

Would the resistance method work for measuring transformer winding temperature? The transformer is a small 1KVA industrial control transformer. Can I use a standard issue fluke multimeter?
