if i have one hot leg and one neutral per circuit do i have to count the neutral
as a conducter when derating.

Yes. An equal amount of current will flow in each conductor making both of them CCC's. By the way, welcome to the forum.

I'll admit I don't like romex but most of the tools in my bag don't have cords.
Screw driver, hammer, kliens,... not one cord in there.
