Detached garage already has 120 volt line and customer wants to add 240 volt car charger

I've seen people just run an additional line and keep the existing 120. Is that code? Does whole structure need a disconnect?

While I agree it needs to be done properly, one can buy a new Chevy Bolt for $26.5K and then get a $7500 tax credit.
One of the lowest priced new cars out there.
See, $7500 spare credit to do the job right!

I'm not anti EV. Anyone paying 80K for a fuel guzzling diesel powered pick-up they use to get groceries or haul kids to soccer gets no sympathy from me when they complain about $5/gal cost.

Are these the same Bolt that has to be charged outside so the garage doesn't burn?

That was true for maybe 6 months.

As to the OP, it seems to me that 225.30(E) would allow one 2-wire 120V branch circuit and one 2-wire 240V branch circuit, as they are different voltages.

Stretching it...
How so? 120V is different from 240V.

Now if 225.30(E) said "different voltage systems" then I would agree, as they both originate from a 120/240V system. But it doesn't say that, it says different voltages. Seems clear cut to me.

I don't see that as different voltages, both are 120V to ground and part of a 120/240V system. If it was however a 480/277V in addition to the 120V then I would say it would meet the criteria Under the 2017 it is article 225.30(D) that references different voltage:
(D) Different Characteristics. Additional feeders or branch
circuits shall be permitted for different voltages, frequencies,
or phases, or for different uses such as control of outside lighting
from multiple locations.

This following exception however might allow for the addition of the EV Charger as a separate branch feeder:
NEC 2017
225.30(A)(7) Electric vehicle charging systems listed, labeled, and identified
for more than a single branch circuit or feeder.

They are certainly part of the same voltage system. But as 2-wire circuits, they are different voltages. The definition in Article 100:

"Voltage (of a circuit). The greatest root-mean-square (rms) (effective) difference of potential between any two conductors of the circuit concerned."

One is 120V, the other 240V. And 120V does not equal 240V. End of story.

Let us know how that works out for when you give it a try.

Since apparently everyone is illogical on this section of the NEC, I would advise the OP to run it past the plans examiner/inspector first.

But this is really clear cut, if the CMP wants it to say "voltage system" or something like that, they need to change the wording.

Just run either 6 quadrupled overhead or 2224 mobile home feeder to the garage underground anything else will cost the same or more. I understand that the old wiring is probably non compliant but just do it in mc and 4 squares it'll be cheaper than anything else and if they have crazy stuff that's on them. Upsell the safety hazards of current and if needed have them look into financing. They financed the car. Also other option go for a pedestal in the drive way might be cheaper than all the other stuff. RV outlet in 3r box 50 amp, gfi breaker in spa panel and if digging is a big deal imc isn't as expensive as it used to be compared to pvc then you only need 6 inches down. 30 ft length your looking at a day with apprentice and journeyman if panel is on exterior wall and easy to get to.
