Detached Garage utility room

I have a detached garage and I want to build a room around the utilities. If I sheet rock the outside of the walls of this new small room utility room do I need to sheet rock the inside if there is romex running through the studs to feed a couple outlets?

Basically an inspector's call. Subject to physical damage is in interpreted widely IME.

For a "couple outlets" one can side step the worry by installing the NM so it closely follows the framing surface, as opposed to insisting upon threading the NM through bored holes from stud to stud. Using more staples and cable is a lot less effort, in my opinion.
