Do inside receptacle need to be GFI and /or TPR(Tamper Resistance)?
Do outside recepticles need to be WR(wether resistance)?

I see you are on the 2011 NEC--- I am assuming this is a dwelling. IMO, the garage receptacles would need gfci- Look at 210.8(A)(2).

I also believe the receptacles need to be TR and the exterior must be WR.

Art. 406.12 states that all receptacles specifed in 210.52 must be TR. Art. 406.9 requires the WR
