Detached garage

I saw this has been discussed in a past topic, but like most grounding topics I was a little confussed after all the discussion. My ? is what is the best way to grond a sub panel in a detached garage. Is it required to pull a EGC to the garage plus drive a ground rod or is it acceptable to do either or both? And where should you locate bonding jumper(s). The paticular garage I'm asking about is fed with a PVC raceway.
