Working on bringing a residential detached garage up to code. We are using 2008 code cycle per borough building inspector.
Seem to remember ground rod requirements based on number of circuits. I cannot find that anywhere in the code. I looked over 225 outside branch ckts.
I plan to feed with triplex or quad overhead with one circuit.

One circuit- no panel then no ground rods required

As Dennis stated could be one or two circuits (the latter from a MWBC) and no GES is required. If you need more than just a single MWBC you'll need a panel and a GES.
