As far as I know 210.12 is only applicable to dwelling units and article 100 defines such as: "A single unit, providing complete and independent living facilities for one or more persons, including permanent provisions for living, sleeping, cooking, and sanitation."

I think it would be impossible to find the code section that would require AFCI protection for a detached garage but I am willing to learn

That is all I found also. But some where afci in detached garages rings a bell. Maybe I've had my bell rung too many times
