Detectable Tape for Underground Conduit

Is Detectable Tape required for a duct bank if conduit buried meets code and is under a paved parking lot that has high traffic and could be uncovered/dug up for future projects.

In general the NEC does not require the tape for conduit only direct buried conductors.
