Determining Hazardous Locations in a Waster Water Treatment Plant

I work for a municipality in Maine in the Waste Waster treatment plants. There is quite a bit of misunderstanding on how to determine the class and division of an area and well quite honestly most are just not to concerened about it.

Anyone know the standard that is used, I do understand the NEC determinations but most seem to think that really doesn't apply but can not give me any other standard.
