Are there any tips in determining if feeder conductors are still good enough to be reused for new tenants. The conductors might be 60 years old.

There's a tool for that: the "megger."

Use of a Megger is something of an art, and tests really ought to be performed by an experienced guy who has access to years of regular test results. Properly used, test results can predict future failures, as well as identify insulation that is 'weak' today.
