Device Switch with Grounding Poles

Where I work we have a classified area of Class 2, Div 1 & 2. In the existing installation of some high level switches are local disconnects that are lockable (similar to a light switch under the cover). Except they are 2 pole double throw with 2 of the load terminals switch to ground in the off position. Basically whenswitched off the load is shorted to ground, I assume to alleviate any residual voltage to reduce sparking. My question is, is this required?

Location is top of corn silo’s.
