Devices according to NEC 2017

According to the definition of DEVICE in the NEC 2017, a transformer is a DEVICE because it is NOT a conductor and carries or controls electrical energy as its primary purpose.

I just wanted to be sure of this, because I had a previous understanding that only components of the electrical system qualified as DEVICES if the actually open or closed a circuit, like circuit breakers, fuses, contactors, etc.

I am right? If not, why?

Receptacle
Surge Arrester
Surge-Protective Device (SPD)
Switch, Bypass Isolation
Switch, Transfer
Thermal Protector (as applied to motors)


There are other terms which should be defined as a device. The following are prime examples:
Switch, General-Use
Switch, General-Use Snap
Switch, Isolating
Switch, Motor-Circuit

Transformer is not an Article 100 defined term.
