Devices in 4" block walls

We are designing the remodel of an existing building. The exterior walls are a concrete wall. A 2" rigid insulation will be placed on the inside of the concrete, and a 4" block wall on the inside of the insulation.

My question: Is it possible to flush mount devices in the 4" block by running the conduit in the insulation? Or 4" block too solid to chisel out for a box? And how would one get the conduit to run into the box? By offsetting out, and chiseling out some of the back of a block? Can it be done with flexible conduit or tubing?

If there are no code issues, you can prelocate the conduit on the wall and burry it in the 2" foam (again, if code permits). If you use flexible conduit for the last 1 foot or so, you could locate the box in a CORNER of a block. This way two cuts with tile saw, (or a circular saw with a diamond blade) will take out a corner of the block. When placed on the wall, the other block will form the other two sides of the opening. The hole will be neat and clean with sharp corners.
