Diconnect on Heat Pump / Furnace

Does an electric furnace inside the house need to have a service switch wired to it if you have to unscrew the furnace panel to kill the breakers inside. There are breakers in the panel located in the garage and breakers located inside the furnace box. Does the nec require a service switch to turn off the power.
