what is the hazardous designation for a diesel fuel dispenser mounted on an outdoor tank?
what class and division is appropriate for the wiring method?
 
314.3(A) Unclassified Locations.
Where the authority having jurisdiction can satisfactorily determine that flammable liquids having a flash point below 38°C (100°F), such as gasoline, will not be handled, such location shall not be required to be classified.
Diesel has a flash point above 100°F.
 
Put that tank dispenser within the area of gasoline dispenser, as many are on farms, and you change the requirements.
It would be unlikely that any of the electrical parts of the diesel tank dispenser would be in the classified area for a gasoline tank dispenser, however the electrical supply for the diesel dispenser could pass through the Class I, Division 2 location associated with the gasoline dispenser.

If you are talking about dispensers at a filling station, and not tank dispensers, it is possible that the pit below the diesel dispenser would be a Class I, Division 1 location because it could be within the 20' by 18" high Class I, Division 2 location of the gas pump. That would place any electrical equipment 18" or less above grade in the diesel dispenser in a Class I, Division 2 location.
 
The receptacle for both was usually between the adjacent tanks.
Unless the receptacle is less than 18" from the gasoline tank, or less than 18" above grade, it would not be in a classified area, but the raceway of cable that supplies the receptacle would pass through the Class I, Division 2 area.
