can dlc be installed in conduit as feeders. or can dlc cable be installed anywhere according to the 2008 nec.

Is it a Chapter 3 conductor?

It would have to have some other designation other than DLC to be an NEC approved conductor.

Take a look at 310.13. If the cable is not on that table, it's not NEC approved. It also has to be marked properly.
 
And most case the DLO cable useally have nonstandard size and the numbers of strands is much finer than common building conductors are.

Yes, the DLO has nonstandard sizing and there is no code amapcity for those nonstandard sizes. We use the ampacity of the next smaller "code" size conductor when sizing DLO/RHW conductors. You can't use the manufacturer's listed ampacity as that is almost always a 90?C free air ampacity.

We do a little diffenet over here but with nonstandard size we useally bump up however we use 105 degrees C. free air ampacity so the result is pretty close to the NEC listing.
