difference between flush and semi flush service panel

I am upgrading to outdoor 200A solar ready service panel, semi flush, overhead in CA. Was looking at Square D SC2040M200PF. Looks like a PITA for overhead- appears to be designed for bottom feed. I see very few panels categorized as "semi flush" for my application- many "flush" and "surface" (surface mount is not an option). I cannot see difference between flush and semi flush panels- some flush panels show specs of over 5" deep. Are flush and semi flush the same/similar? Interchangeable?
