What is the difference
If you were to attempt to drive an all copper rod in even moderately hard soil you will smash it to some degree. Steel core is necessary for strength, copper cladding is necessary for corrosion resistance and improved conductivity to the soil.The material they are made of and all of the "copper" ground rods I have seen are copper clad.
Or i can just drive a 3/4" RMC and use that.
A study by Erico a few years back of exhumed rods showed that there was a large difference in the longevity of the two types. As I recall they claimed that galv rods had a good amount of deterioration after nine or ten years, but copper-clad would take about forty to get to the same point.
I would think that could vary on the type of soil and minerals in the soil. maybe?
Lastly I am always suspect of studies completed by manufactures.
