what is the in (English) difference between star, delta, wye, and such voltage configurations and what are their practical uses?

I would suggest you get yourself a copy of the American Electrican's Handbook. There is a nice section that covers this in great detail. By the way, I believe "wye" and "star" describe the same thing.

Wye seems to be the normal term in most of North America.
Star seems to be used by the rest of the world and in some utility literature.
